in total, and having the approximate dimensions of 228 m x

Project Specifications:
1.
Surface Area of Lands: Six plots of land, situated next to each
other at southwest of Charman-Niayesh Highways Junction,
totally covering 22,785 m2 in total, having the
approximate dimensions of 228 m x 100 m.
2.
Bases for Planning & Design of the Project (cultural, cinema and
commercial complex): Experience of other countries in
propagating the traffic culture – Innovation in the
enhancement and development of urban traffic culture –
Administrative Bylaws of Article 30, Budget Act 1999,
approved by the Council of Ministers – International
standards – Architectural and urban planning rules and
criteria set by the Municipality and the Housing Ministry.
3.
Object of Project and Its Specifications (cultural, cinema and
commercial complex): A traffic club consisting of (a)
a permanent traffic exhibition; (b) an illustrated traffic
information hall; (c) computerized traffic section; (d)
traffic training section along with children’s playground;
(e) festivals and contests section, plus a drive-in cinema,
a commercial complex and a restaurant totally in five
stories, as well as a multi-story parking lot.
As you are aware, traffic is one of the biggest problems of such
metropolises as Tehran. Every day, all of us are somehow
entangled with the problem of traffic jams, which have
tended to exhaust and irritate us on many days. We have
always thought that there is no solution to this problems,
but it is interesting to know that this problem has been
solved in many countries of the world by joint planning and
efforts of executive authorities, non-governmental
institutions, the private sector and the cooperation of
civilians. One of the most important points in solving the
problem of traffic jams is the issue of propagating the
culture of observing safety in driving and on roads. To this
end, certain European countries have tried to teach and
institutionalize the culture of traffic and road safety for
pedestrians, passengers or drivers during the childhood of
their citizens by establishing special traffic clubs or
schools for children and school pupils. One of the
objectives pursued by such centers is providing children and
pupils with information on safety and reduction of risks
arising from driving and passing through roads. In the long
run, this will lead to an enhancement of the culture of road
and driving safety. The results attained from such clubs
show that, for instance, in Scandinavian countries there has
been an average 20% reduction in the injuries caused by car
accidents among children aged 4 to 6. In Sweden, this figure
has reached as high as 77%. Among the main results and
achievements of such clubs, mention can be made of the
following:
1.
Reducing the number children who play in streets.
2.
Training parents on how to take care of their children and how to teach
their children to take care of themselves.
3.
Acquainting children with road signs on roads and at roadsides.
4.
Increasing the number of children who choose safe routes for walking and
safe places for playing.
5.
Providing children with useful information on how to safely cross or
pass through streets and roads.
6.
Creating greater interest in children to go out with someone older than
themselves.
The Traffic Club proposed by Samin Ista not only focuses on children,
but also includes programs for adults. Such a center will be
designed and constructed in Iran for the very first time.
As the culture of urban traffic is unfortunately quite low among the
adults of our society, the Traffic Club also offers a number
of programs for them. The main goals of these programs
include:

Respecting traffic and driving rules and regulations as a value and
established habit
2.
Expanding the spirit of cooperation and synergy of Iranian and Islamic
society toward the urban traffic culture.
3.
Demonstrating the high risks and great damages arising from violation of
the said rules and regulations while the number of vehicle
on the roads are increasing by the day.
4.
Demonstrating the effects of the violation of basic regulations on the
roads across the country.
5.
Acquainting people with the latest scientific achievements on urban
traffic issues in the world to a greater extent.
